Measure without a ring ( Diameter in Table )
Step 1: Cut a thing strip of paper
Step 2: Wrap the paper around your finger. Make sure it's snug. 
Step 3: Mark with a pen where the two end meets.
Step 4: Measure length on a ruler from the tip to pen mark
Measure with a ring ( Inner Ring in Table )
Put the ring on a ruler (centimeter side). Make sure it sits from zero and that you're measuring the inside diameter, not the outside.
